The FBI announced that it is reviewing new emails that were found on devices belonging to Clinton aide Huma Abedin and former Congressman Anthony Weiner, who is reportedly under investigation for a separate charge, to determine whether they are connected to Democratic presidential nominee Hillary Clinton’s handling of sensitive government information.
• Are not from Hillary Clinton.
• Are not from Wikileaks.
• Are not from the original FBI investigation.
• None came from the Clinton server.
• Are likely duplicates from the FBI's original case.
The announcement stemmed from James Comey's letter sent to a number of congressional committee chairmen of which the Republicans pounced on by first releasing the director's correspondence and then claiming the investigation into Clinton had been re-opend (which is untrue since technically it was never closed.).
The letter, which is spectacularly sparse on details, did not make clear what new emails have been discovered, and doesn’t indicate “whether this material may be significant," In addition Comey does not make any reference on how they relate to Clinton’s case, or how long it will take the FBI to conduct its investigation, whether it's about open records laws or private emails she allegedly deleted.
What Comey does suggest is that the FBI would be looking to see if any classified information over the private server Clinton used exclusively while she was the secretary of state.

After hearing of Comey's letter Hillary Clinton called a press conference to demand that the FBI "immediately" release all information regarding a letter to Congress stating that the bureau is reviewing more emails “pertinent” to an investigation into Clinton’s use of a private email server...

At her press conference Clinton claimed neither she or any or her team had been contacted by the bureau in advance.
In the past the FBI has had a history of extreme caution when nearing Election Day so as not to influence the results. This was the opposite of that. This was a FBI director covering his ass because the Republicans have cowed him into a submissive cowering peon who is afraid of doing what was right in favor of doing what would keep them off his back.
